Unless the material is permanently affixed, it will probably end up as MOOP. the Army canvas is great but many are treated with a water repellent or in the old days, oil. A can of white, oil based spray paint would give you a good surface to paint on, water based might be repelled and not adhere. As for a good paint to create your art... I recommend especially against tempera, as it can flake off and blow away rather easily (moop). There are some additives to make acrylics more flexible, such as a gel medium. When grommetting, either add a tape reinforcement or fold the cloth over (double it up) on the sides with the grommett. What were you attaching it to?
